President - RICH LEONARD
Rich is a Charter
Member of the VHIA since joining in 1993. He is currently a part-time Crime
Scene Investigator with the Stafford County Sheriff’s office after
retiring from the Sheriff’s Office as a Detective. Rich has more
that 30 years of law enforcement experience starting with the
Spotsylvania County
S.O. and then moving to Prince William County
P.D. where he was
promoted from Detective to Sergeant. He left the Prince William P.D. and
joined the Prince William S.O. as a lieutenant, retiring in 2003. Rich is a 1999 recipient
on the VHIA’s “Top Homicide Investigator of the Year” Award.

Past President - RICH CANTARELLA
Rich is a Founding Member of the VHIA. He has been with the Prince
William County Police Department for 27 years, and has 32 years of law
enforcement experience. He spent 11 years as a Detective in the Violent
Crimes Unit before being promoted to First Sergeant and supervising the
Violent Crimes Unit. In September 2005 he was promoted to Lieutenant and
is assigned as the Criminal Investigations Bureau Commander. Rich retired from the Prince William County Police Department on May 1, 2007 and is now residing with his wife Barbara in Florida.
Vice
President
– RONNIE YOUNG
Ronnie is a Charter Member of the VHIA and currently serves as the
Awards Committee Chairman. After serving on the Awards Committee since
its inception, he was elected to the Board of Directors in 2004. He has
26 years of law enforcement experience and has been a Detective with the
Chesapeake Police Department for 23 years. He worked in uniformed patrol
before spending time in Narcotics and has been assigned to the Homicide
Unit for the past 11 years. In the past Ronnie has received awards for
Heroism and Meritorious Service. He’s also a Past International
President of the World’s largest Law Enforcement Motorcycle Club,
the Blue Knights.
Secretary - JIM DOOLEY
Jim is another Founding Member of the VHIA. He retired from the Fairfax
County Police Department in 1993 as a Master Police Officer/Investigator
with 25 years of service. He spent 19 years the Criminal Investigations
Bureau – 4 years in Fugitive, 1 year in Robbery and 14 years in
Homicide.
Jim is now employed by Navy Federal Credit Union.
Treasurer – TOM LEONARD
Detective Thomas P. Leonard was elected to the VHIA Board in 1999. Tom
has recently joined the Stafford County Sheriff’s Office as a
Detective. Prior to joining the Stafford County Sheriff’s Office,
Tom worked as a Cold Case Homicide Detective for six years, a regular
Homicide Detective for 5 years and was assigned to the Drug Related
Homicide Unit for 2 years as a Detective in Richmond City.
He also worked Narcotics for 2 years and was assigned to several other
specialized units including 12 years with the SWAT Team. Tom retired from Richmond City at the rank of Sergeant. Tom
worked for Richmond
City a total of 23
years.
Board
Member and Executive Director- DAVE WATSON
Dave is a Founding Member of the VHIA and served as President from the inception of the VHIA until October 2000. He retired
from the Prince William Police Department after 27 years, with over 20
years in the Criminal Investigation Division, including 2 years in Crimes
Against Property, and 18 years in the Violent Crimes Unit. He retired as
a Master Detective in charge of the department’s Cold Case Homicide
Office. Dave now owns his own Private Investigation's Company.
Board Member - JOHN COALE
John
has been a member of the VHIA since
1994. John holds a Bachelor of
Science degree in Criminal Justice from Radford
University.
He is currently a Sergeant with the Arlington County Police
Department. He has over 27 years Law Enforcement experience. In his career he spent over 5 years as Crime Scene
Agent, and was assigned to Federal Auto Theft/Carjacking
Task Force. He was assigned to Criminal Investigations for over 12
years and 8 years of that he was assigned to the Homicide/Robbery Unit.
John was elected to the VHIA Board in 2000.
Board Member – KAREN RICHARDS
Karen is a Detective and a 15 year veteran of the King George
County Sheriff’s Office. She became a Deputy with the King George
S.O. in 1989 and a Detective in 1994. Karen joined the Association in
1997 as an active member and specializes in the investigation of violent
crimes.
Board Member – DAN RICE
Dan has been a member of the VHIA since 1995, and was elected to the
Board of Directors in 1999. He has 21 years of law enforcement
experience, and has been a Special Agent with the Naval Criminal
Investigative Service for 16 years assigned to major crimes. He has 9
years of experience working homicides and is currently assigned to the NCIS’s Cold Case Homicide Squad in Norfolk.
Board Member – KEN MORRIS
Ken has been an
active member of the VHIA since 2001. A graduate of Virginia Military
Institute and a former Armor Officer in the US Army, he is now a Criminal
Profiler for the Virginia State Police serving in their Violent Crimes
Unit. Ken has been with the VSP for 20 years and is also trained in
statement analysis, threat assessment, crime scene forensics, bloodstain pattern analysis and crisis negotiation.
